1. The Uganda Railways Corporation has received financing from the African Development Bank hereinafter called the Bank towards the cost of the East Africa Community Railway Rehabilitation Support Project. Kampala-Malaba Meiari Gaujo Railway Line and intends to apply part of the proceeds towards payments under the contract for Supply & commissioning of ten (10) new Diesel Electric Locomotives and Training of Maintenance & Operation personnel. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Banks Disbursement Guidelines and procedures for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

2. The Uganda Railways Corporation now invites soaked Bids from eligible Bidders for Supply & commissioning of ten (10) new Diesel Electric Locomotives and Training of Maintenance & Operation personnel at URC Nalukodongo Railways Workshops, Kampala, Uganda.

3. Bidding will be conducted through the Open Competitive Bidding International, DCBBI method as specified in the Banks Procurement Framework, for Bank funded operations, October 2018, and is open to all eligible bidders as defined in the Procurement Framework.

4. Interested eligible Bidders may obtain further information from Uganda Railways Corporation and inspect the bidding document during office hours from 8:00 a.m. to 8:00 p.m. Mondays, to Friday's except public holidays at the address given below and website:

The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of UGX 900000 Uganda Shillings Nine Hundred Thousand or its equivalent in United States Dollars. The method of payment shall be direct deposit to the bank account and obtain a receipt from Finance Officer at Room No.5, 1st Floor, URC Headquarters Building, Nasser Road, Kampala or directly to UGX Account in STANBIC BANK UGANDA LIMITED, Account No. 90304071988 or our USD Account in STANBIC BANK UGANDA LIMITED, Account No. 90304071988, swift code: SBICUGKX, Sort Code: 040147 in the name of Uganda Railways Corporation. The document will be delivered with the preferred means of delivering the bid document to the bidders' residence or Payment will be sent to the Procurement and Disposal Unit at the address indicated in paragraph 4 above for issuance of the bidding document.

6. Bids must be delivered to the address in paragraph 9 below on or before 1200 hrs on the 19 December 2025. Electronic Bidding will NOT be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below at 1130 hrs on 19th December, 2025.

7. All Bids must be accompanied by a "Bid Security" of UGX 4,817,400,000/ Uganda Shillings Four Billion Eight Hundred Seventeen Million Four Hundred Thousand in the form of an unconditional Bank Guarantee.

8. 'Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.'
